Find the blocking condition
- Identify who is waiting and where they want to go. Select the actual station and terminal; if useful, follow an individual passenger. People at a nearby bus stop are not necessarily waiting for this train. Check the walking connection when the arrival or destination stop is not passenger-reachable.
- Inspect the exact line stop and direction. Open Line Manager and this stop's loading settings. Allow passenger pickup and check the vehicle has passenger capacity. If the station appears twice in a back-and-forth route, inspect both occurrences separately. A working return service does not establish the outbound configuration.
- Check the assigned terminal. Compare the stop in Line Manager with the platform the vehicle actually reaches. Inspect waiting-hall capacity and terminal warnings. An October 8 Steam commenter reported a capacity-related case improving after platform enlargement, but that does not prove every refusal requires a longer station. Do not rebuild until a capacity or path problem is visible.
- If the vehicle passes without boarding, test the timer. Save the original setting, use Load if available for a diagnostic trip and inspect the stop's timing controls. The October 7 Steam author confirmed that a 10-second minimum wait restored stopping and boarding. Check one complete arrival. Full load cannot create a valid passenger journey, and an unlimited wait can strand the vehicle.
- If one direction still waits without loading, test a fresh line. Back up the save, create a new line through the same stops in the same order and terminal configuration, then reassign the same trains. Observe before removing the original line. The October 10 Reddit author reported that removing/re-adding the stop failed, while this new-line test worked; the cause was not established.

How to tell it worked
Passengers for the intended journey board at the formerly blocked stop and arrive at their destination. Check both directions on another cycle. Compare the same vehicles and stops; empty seats after unloading are normal and are not by themselves a loading fault.
If nobody boards after the test
- No people are waiting for this journey: check useful destinations, reachability and service frequency with the first-line checklist.
- Passengers board but industry workers remain at zero: follow the complete worker journey. Riding a tram is not proof that the industry booster or subsidy condition is satisfied.
- The vehicle does not reach the correct platform: use connection-error checks and terminal assignment.
- The same failure persists on a fresh line: restore the original setup if the test made things worse. Keep the save, build number, mod list, both stop configurations and before/after boarding evidence for support. Do not repeatedly buy capacity or demolish a station without a diagnosed bottleneck.
