A subsidy is not completing—or the deadline is close?

Match the contract condition, not just the route drawing

A subsidy needs the stated delivery or passenger result before its deadline. For Connect Towns, at least one passenger must travel between both towns on a line without a transfer. For Transport Workers, enough workers must reach the named industry to activate its worker boost. Inspect the card’s progress; a connected route alone is not completion.

Check an offer before accepting it

  1. Read the offer’s named towns or industry, requested product or worker goal, deadline and failure consequence. Do not treat the upfront payment as free construction money.
  2. Trace a feasible service before accepting. Include depot departure, pickup, travel and final delivery; a horse-drawn vehicle can spend much of the available time merely reaching its first useful stop.
  3. Choose the relevant completion test below. Inspect real passengers or cargo at the correct receiver instead of judging the number of vehicles bought.
  4. If the existing service can achieve the displayed target in time, accept the offer and monitor its actual progress. Otherwise decline rather than financing a route that cannot meet the condition.
  5. After completion or expiry, read the contract outcome and check your finances. Keep a separate save before major route changes; do not assume reloading or cancelling removes a penalty.

Four different completion checks

  • Supply Industry: deliver the named input amount to the specified industry. Cargo waiting at your origin station has not arrived.
  • Supply Town: deliver the requested product to buildings with the relevant town demand. A warehouse handoff alone is not that final delivery.
  • Connect Towns: serve both towns on a line and carry an actual passenger between them without transferring. Two separate feeder lines do not establish this contract result.
  • Transport Workers: watch the named industry’s worker boost and contract progress. Use the passenger boarding and industry-connection checklist; do not send a cargo-only vehicle.

How to tell it worked

The subsidy card reaches its required result and reports completion before expiry. Check the specific awarded effect rather than assuming every contract doubles all income.

If progress stays at zero

  • Passengers are not counted: recheck the named towns and whether the trip requires a transfer. For workers, inspect the actual industry road entrance and the passenger loading configuration at every water-leg stop.
  • Cargo is not counted: verify product, final receiver and delivered stock. Use warehouse and cargo filters or full receiving storage according to the observed blocker.
  • The deadline is missed: inspect the shown penalty. Failure can reverse the initial benefit and add a fine or reputation loss; the exact offer determines the consequence.
  • A valid worker route still stalls: the Steam thread includes unresolved cases. Preserve the build, stop settings and progress state for a bug report; no universal distance or worker threshold is established.
